After a quarter-century in prison, a man is expressing relief following a judge’s decision to overturn his murder conviction. New evidence discovered during a case review suggested possible misconduct by prosecutors, leading to the dismissal of the murder charge by a Manhattan judge.
Harry Ruiz, who has maintained his innocence since his 1994 conviction for the shooting of Emmanuel Felix, a suspected drug dealer in Harlem, was released on parole in 2019. Judge Robert Mandelbaum criticized the former assistant district attorney for her reluctance to cooperate with the reinvestigation, calling her stance “troubling.”
The case garnered attention when New York City detective Carlos Vasquez, while investigating another crime, became convinced of Ruiz’s innocence after stumbling upon his file. The post-conviction review unit found that prosecutors had provided significant financial benefits to the mother of a crucial 13-year-old witness who identified Ruiz as the shooter, without disclosing this information to the defense.
Despite challenges, Ruiz was convicted and sentenced to 25 years to life in prison. However, recent revelations, including statements from a federal informant in 2002 indicating Ruiz’s innocence, cast doubt on the integrity of the conviction process.
Manhattan District Attorney Alvin Bragg acknowledged the new evidence undermining the trial’s integrity and expressed a commitment to rectifying the situation. Ruiz’s attorney emphasized the intentional misconduct in securing the conviction, distinguishing it from inadvertent errors.
As Ruiz tearfully welcomed his exoneration, he hoped his case would prompt a review of similar convictions to ensure justice prevails for others wrongfully imprisoned.
