The incident, allegedly carried out by 31-year-old army veteran Shamar Elkins, occurred early in the morning across three locations in Shreveport. Corporal Chris Bordelon of the Shreveport Police Department revealed that the crime scene spanned multiple properties in the Cedar Grove area.
